Karn liberated and Tezz the seeker?

Hypothetically if a deck were to have tezzeret the seeker and you had gotten him to eight loyalty and used his minus seven loyalty effect could you summon karn liberated ? does karn liberated count as an artifact although in it's description it doesn't specify it is one?
