What does this quote from Nelson Mandela mean?

Its neither. Its informative if anything. He is saying that us humans all have unlimited potential but some of us decide not to live it up to it and instead hide behind excuses like..im not good enough or im not smart enough. Hes trying to get the human race to stop hiding behind excuses and actually get out there and live up to their potential.
