What would people think if Saddam Hussein?

So for instance, say we didnt invade Iraq in 2003, and then in 2006 there was another terrorist attack involving WMD's. Would people have blamed Pres. Bush for that? My point it, no matter what he did, he would've gotten blamed, only if you think logically, isnt it better to have saved millions of American lives and liberate a nation, than to not have removed saddam Hussein from power and have thousands, if not millions of lives lost?
