What can I do about dissent and partisans in Darkest Hour?

I'm playing Darkest Hour (a hearts of iron 2 game) on patch 1.01, I'm playing as Germany and it is 1945. I've conquered most of Europe including USSR and France, and I'm fighting Britain right now. My National Dissent is under 2% but about twice a month a batch of 3 or 4 provinces will revolt and partisans will start grabbing up my land. It's a huge TC and resource drain to have half of my main army tered across Europe waiting for partisans to inevitably show up. I thought maybe 'Liberating' conquered lands would make them happy but this makes my dissent shoot up several percentage points. If I liberate all the nations I conquered my dissent will be north of 80% and then I'll have more like 3 or 4 revolts every 2 days. Any ways to deal with this, besides stationing a unit on every province?
